中华人民共和国政府和乌干达共和国政府(以下简称“缔约双方”)为了发展两国的友好关系,促进中华人民共和国香港特别行政区和乌干达共和国之间的经济和贸易发展,便利人员往来,通过友好协商,就中华人民共和国香港特别行政区和乌干达共和国之间的互免签证问题议定如下:

第一条

中华人民共和国公民持有效的中华人民共和国香港特别行政区护照入、出或途经乌干达共和国免办签证;乌干达共和国公民持有效的乌干达共和国护照(包括使用同一本护照的偕行人)入、出或途经中华人民共和国香港特别行政区免办签证。

第二条

一、本协定第一条所述双方持照人,在对方境内逗留期间,应遵守其有关法律和规章。

二、本协定第一条所述双方持照人,如在对方境内逾免签期限,应依照对方主管机关的规定办理有关手续。

第三条

本协定不限制中华人民共和国香港特别行政区和乌干达共和国的如下权力:拒绝不受欢迎或不可接受的对方人员进入自己管辖区内或者终止其在该管辖区内的逗留,并无须说明理由。

第四条

由于国家安全、社会秩序、公共卫生等原因,缔约双方均可临时中止实施本协定的全部或者部分条款,但在采取或者取消上述措施前,缔约一方应当通过外交途径通知缔约另一方,并自对方收到通知之日起生效。

第五条

一、缔约双方应当自本协定签字之日起三十日内,通过外交途径交换本协定第一条所述护照样本。

二、缔约一方如更新上述护照式样,应提前三十日通过外交途径通知缔约另一方,并提供新护照样本。

第六条

一、本协定自一九九七年七月一日起生效。

二、本协定无限期有效。缔约一方如要求终止本协定,应通过外交途径书面通知缔约另一方。本协定自通知之日起第九十日失效。

三、缔约双方经协商,可通过适当方式补充或修改本协定。

第七条

自一九九七年七月一日起,中华人民共和国中央人民政府授权香港特别行政区政府执行本协定。

本协定于一九九七年六月二十五日在坎帕拉签订,一式两份,每份分别用中文和英文写成,两种文本同等作准。

AGREEMENT BETWEEN THE GOVERNMENT OF THE PEOPLE’S REPUBLIC OF CHINAAND
THE GOVERNMENT OF THE REPUBLIC OF UGANDA ON MUTUAL EXEMPTION OF
VISAREQUIREMENTS BETWEEN THE HONG KONG SPECIAL ADMINISTRATIVE REGION OF
THEPEOPLE’S REPUBLIC OF CHINA AND THE REPUBLIC OF UGANDA

The Government of the People’s Republic of China and the Government
ofthe Republic of Uganda (hereinafter referred to as “the two
ContractingParties”), with a view to developing friendly relations
between the twocountries, promoting trade and economic development and
facilitatingpersonnel exchanges between the Hong Kong Special
Administrative Region ofthe People’s Republic of China and the Republic
of Uganda, have, throughfriendly consultations, reached agreement on
mutual exemption of visarequirements between the Hong Kong Special
Administrative Region of thePeople’s Republic of China and the Republic
of Uganda as follows:Article I

Citizens of the People’s Republic of China, who are holders of
validpassports of the Hong Kong Special Administrative Region of the
People’sRepublicof China shall be exempted from visa requirements for
entry into,exit from and transit through the territory of the Republic
of Uganda.Citizens of the Republic of Uganda who are holders of valid
passports ofthe Republic of Uganda (including the accompanying persons
who share thesame passport of the holder), shall be exempted from visa
requirements forentry into, exit from and transit through the territory
of the Hong KongSpecial Administrative Region of the People’s Republic
of China.Article II

  1. The passport holders referred to in Article I shall abide by
    therelevant laws and regulations of the other Contracting Party during
    theirstay in its territory.

  2. The passport holders referred to in Article I shall go through
    therelevant procedures in accordance with the regulations of the
    competentauthorities for stay in the territory of the other Contracting
    Party ifsuch a stay would exceed the valid period of visa
    exemption.Article III

This Agreement does not restrict the right of the Hong Kong
SpecialAdministrative Region of the People’s Republic of China and the
Republicof Ugandato prohibit personae non grata or unacceptable persons
of theother Contracting Party from entering its territory or to
terminate theirstay in its territory without citing reasons
thereof.Article IV

Either Contracting Party may temporarily suspend the implementation
ofthis Agreement partly or wholly on grounds of national security,
socialorder and public health. However, the other Contracting Party
shall benotified in advance of such suspension of the Agreement and its
subsequentlifting through diplomatic channels, and the suspension and
lifting shallenter into force upon the day of that notice.

Article V

  1. 社会法,The two Contracting Parties shall complete the exchange of samplesof
    their passports referred to in Article I within 30 days of the signingof
    this Agreement through diplomatic channels.

  2. Either Contracting Party, in case of any change of the designs ofits
    passports, shall inform the other Contracting Party, throughdiplomatic
    channels, 30 days in advance and furnish it with samples of thenew
    passports.Article VI

  3. This Agreement shall enter into force on 1 July 1997.

  4. This Agreement shall remain valid for an indefinite period of time.If
    either Contracting Party wishes to terminate this Agreement, it
    shallnotifythe other contracting Party in writing through diplomatic
    channels.This Agreement shall cease to be effective on the ninetieth day
    after thedate of thatnotice.

  5. Additional clauses or amendments to this Agreement may be made,
    asappropriate, by the two Contracting Parties after
    consultations.Article VII

The Central People’s Government of the People’s Republic of Chinashall,
with effect from 1 July 1997, authorize the Government of the HongKong
Special Administrative Region to implement this Agreement.
